Ingredients:

wheat flour, white, all-purpose, unenriched
salt, table
spices, pepper, black
water, bottled, generic
Directions:
In a small saucepan, melt butter.
Stir in flour, salt and pepper.
Add water and cook over high heat until mixture boils and thickens, stirring constantly.
