Cajun lamb with rice

Ingredients:
900g/2lb boneless lamb sirloin roast
2 tablespoons vegetable oil
1 tiny onion, chopped
1 purple pepper, seeded and diced
1 green pepper, seeded and diced
450g/1lb tomatoes, sliced
350ml/12fl oz chicken stock
1⁄2 teaspoon basil
1⁄2 teaspoon grated lemon zest
1⁄2 teaspoon chilli powder
225g/8oz very long-grain rice
For the spice blend
1 teaspoon salt
1⁄2 teaspoon cayenne pepper
1⁄4 teaspoon recently flooring black pepper
1⁄4 teaspoon paprika
1⁄8 teaspoon garlic powder

Directions:
First, preheat the oven to 180°C/350°F/Fuel mark 4.
